Perspectives on ANSP-led Contrail Mitigation

To70 proposes to host a panel to explore the potential of ANSP-led contrail mitigation strategies during periods of surplus airspace capacity. The objective is to enable a forward-looking discussion on practical solutions, emphasizing the role of ANSPs in mitigating contrails, which are a key contributor to aviation-induced climate effects.

Though airline-led contrail mitigation initiatives have recently gained prominence, To70 identifies ANSP-led solutions to be an underexplored area. Through our understanding of current policy developments and discussions with CANSO taskforce on contrails, we have gained a clear understanding of the topic. To address this gap, To70 proposes to host a panel where stakeholders will discuss what possible solutions exist for ANSPs to mitigate contrails, as well as sharing their concerns and opportunities.

For the style of the panel, we will provide an introduction (~5 minutes) to briefly present and establish the context and frame the discussion. Then, we will host a panel discussion (~40 minutes) featuring experts from EUROCONTROL/MUAC, CANSO, Breakthrough Energy and Thales. During the panel, each stakeholder will share their perspective, present relevant use-cases, lessons learned and future opportunities. Finally, we reserve time for a Q&A (~5 minutes or more) to hear from the public, and in particular from other ANSPs and their perspectives on the topic.

The suggested panelists are the following:
• Vincent de Haes (Aviation Sustainability Consultant, To70): as moderator, Vincent will leverage his expertise in contrail mitigation to guide a balanced and productive discussion among panelists. Having led similar panels at the ICAO non-CO2 summit and Aviation carbon events, he can ensure a relevant and lively discussion is had.
• Ilona Sitova (Senior Aviation Sustainability Expert, MUAC: MUAC has carried out trials on contrail mitigation in its airspace. They will share insights from an ANSP’s perspective as well as lessons learned.
• Matteo Mirolo (Head of Contrail Policy and Strategy at Breakthrough Energy and Senior Policy Advisor at Arcadia eFuels): with expertise in contrail impact analysis and an overview of the landscape, Breakthrough Energy will provide insights into the potential environmental benefits of scaling ANSP-led strategies.
• Michelle Bishop (Programs Director, CANSO): Michelle will offer a broader ANSP perspective, highlighting general concerns, potential benefits, and strategies to encourage wider adoption of these mitigation measures by ANSPs.
• David Antonello (Head of ATM Green Operations, Thales): Representing the systems engineering side on behalf of Thales, David will discuss the feasibility of implementing contrail mitigation policies and the technical advancements enabling them.

By bringing together these experts, To70 aims to bring forth the potential of ANSP-led initiatives for contrail mitigation, suggest what solutions are possible in the future, and discuss their possible concerns and benefits; while showcasing the topic in an engaging style for participants and public.
