To ensure adequate human performance and optimal staffing at all times, fatigue needs to be managed appropriately in the ATM system. This way, operational resilience, safety and capacity in the ATM system can be ensured now and in the future. Implementation of Fatigue Risk Management (FRM) entails more than putting the fatigue perspective as an add-on to existing rostering principles, duty time regulation and training. Comparable to safety management, FRM has an impact through the entire organisation: it touches upon all aspects ranging from working position staffing and managing fatigue-related risks in rosters, to the policies and processes to manage fatigue in the operation and involvement of the Authority, ANSP and operational staff.

Based on the FRM implementation programme at the Dutch Caribbean Air Navigation Provider (DC-ANSP), our presentation will show a pragmatic approach of putting FRM into practice. Using examples and experiences from practice, our presentation will explain the characteristics and challenges of putting FRM into practice and highlight the key success factors in this journey. In this, we not only take the operational and stakeholder perspective, but also the organisational and integral perspective that are vital for pro-active and efficient management of fatigue within the ATM system.
